Proclus is definitely not easy. I wish I had a better answer.
My initial thought is that the "self-constitution" refers to henads, and that this is one thing that distinguishes them from things like soul. But this is conjecture on my part...I'm usually tapping out after the first five or so Elements.
Kudos to you for your persistence in grappling with these concepts.
