House charts behave strangely when they contain more than a few Populus (the figure of a crowd of people, and also of inertia): you end up with a lot of repeated figures and many modes of perfection. (It is often the case in such charts that every house perfects to every other house, drowning out your question!)
I think the world is like this, too! it gets weird when there's too many people in it: it becomes a monoculture, where everything is happening even though nobody does anything.
