Fortune has power beneath the moon, since above the moon no single thing can happen by fortune.

This went way over my head the first time I read Sallustius. Clearly all the study is paying off! In fact, I recently imputed the power of Fortune to the fair-haired Queen of Night, herself (albeit in an astrological context, rather than an Olympianic one), so it is little wonder to me that Fortune is only in effect below Her.
